Conflict Resolution Case Study: The National Education Information System (NEIS)
-Abstract
The National Education Information System (NEIS), initatiated by Ministry of Education is an electronic system that manages schools'' educational and administrative matters such as admission, budget, personnel management etc. through the internet. All these are handled by servers built in 16 educational administration offices across the country that connect all elementary and middle schools. During 2003, the NEIS touched off a keen conflict between the MOE and the Korea Teacher''s and Education Worker''s Union (KTU). What was the reason behind the conflict, what went wrong and what could have been done differently?
