Evaluation and Suggestions for ROH Moo-Hyun Administration’s Government Reform
-Abstract
There are many conditions that make the government reform successful. Based on the experience of KIM Dae-Jung administration, this paper picks seven success factors for government reform. They are: 1. Presidential Leadership for the Reform, 2. Ability of Reform-leading Organization, 3. Appropriate Direction of the Reform, 4. Preparation of Reform Plan, 5. The Capability to Overcome Resistance, 6. Periodical Evaluation, 7. Continuation of Reform. This paper evaluates ROH Moo-Hyun government based on these seven criteria and makes policy suggestions.
