Analysis on the Public Reform by Best Practices


Abstract

Collecting and disseminating best practices is a widely accepted method of reform in many countries as well as OECD. The Roh Moo-Hyun government has also actively encouraged benchmarking of cases produced in the public sector. Therefore, those collected cases are good barometers of the public reform of the current government.

This paper analyzed 625 best practices of 135 government-affiliated organizations during 2003~2007. The questions include the objective, strategy, orientation, area and drivers of the reform for each year and for each type of the organization. There were many interesting findings and implications, which will shed some lights on the future reform strategies.

Choosing right cases seems to be the most important step for the success of reform through best practices.
