INTRODUCTION
Richard Kabutey is a PhD student in Public Policy at the KDI school of Public Policy and Management, He has over nine (9) years working experience in Local Governance where he provides technical support for policy formulation and decision making of local authorities. He has been involved in projects for drafting strategic plans and upgrading human resource management. He holds a master’s degree in Public Administration from the Graduate School of Governance, Sungkyunkwan University, Korea. He is interested in Digital Government, Burnout, Emotional Labour, Citizen Participation and Government Innovation. His recent publication appears in Journal of Global Information Management.
