Cheol Liu, Ph.D., is a tenured professor at the KDI School of Public Policy and Management, South Korea. With a Ph.D. from Indiana University, USA, his expertise lies in budgeting, public finance, and policy analysis. He previously served at City University of Hong Kong and Indiana University Purdue University, Indianapolis.

Liu's research focuses on budgeting, corruption, public finance, and e-leadership. He has received awards for his work, including the Best Research Performance Awards from KDI School and Most Cited Article from Public Administration Review, Kyklos, and Governance. Liu has published extensively in peer-reviewed journals and contributed to several books and reports.
